The Port Authority of Bilbao (BPA) has submitted the adherence of the support service of the Integrated Calls Procedure (PIDE) to the prevailing legislation, to the customers and users of the e-commerce e-puertobilbaoplatform. In response to the invitation made, the majority of the Consignees, together with the waste collection company, Operations, Dangerous goods and Protection of the BPA together with the Harbour Master of Bilbao.
As mentioned, the new legislation is derivative from the Directive 2010/65 of the European Union, which enters into force on 1 June 2015and affects the required reporting formalities for ships arriving in/departing from the Ports of the Member States. This Directive has been transposed into national legislation under FOM Order/1498/2014.
The fundamental change, is not directed to the arrival/departure procedure nor the information requirement, which essentially does not change, but the manner of sending the information by all agents involved in the arrival/departure management of ships. In particular, the information in relation to the protection of the ship, the waste declaration and the crew and passenger lists must be structured and processable by a computer application (computer to computer). In summary, “PDF” formats are not accepted.
The service is already available of the e-puertobilbao platform for Consignees who carry out such tests as they consider necessary and to familiarise themselves with the contemplated exchange of information solutions. In principle, there are two options for the exchange of information, that of pure “business to business (B2B)” based on the exchange of files in the EDIFACT format (BERMAN for calls, WASDIS for waste and PXLST for passengers and crew members), that is, without manual data entry, and the web-based application which entails manual data entry. For passenger and crew member lists the Excel files option is also contemplated.

All things considered it deals with expediting procedures, streamlining and electronically automating the exchange of information, providing transparency and traceability in the arrival/departure procedure of ships and to the accompanying information.
